Three Bureau Credit Report(Equifax, Experian, And TransUnion). Can Anyone Explain This?

Q: I recently orderd a 3 bureau credit report. It had scores from Equifax, Experian, and TransUnion. The difference between the highest and lowest of these scores was 36 points. It also had a "consolidated credit score", which I thought would be like an average of the three and be somewhere between the high and low score. Instead, the consolidated score was lower by fifteen points than the lowest of the three. Can anyone explain this?

A: I mean the maximum possible score if the scale of each report was the same
