License Stolen In California (causing Bad Credit)

Q: Here's the situation: I thought that I misplaced my ca driver's license (the original picture, which is expired and allegedly invalid w/o the paper renewal). Apparently, someone has found it and is using it for cashing checks. The M.O. seems to be to get blank checks from closed accounts (not MY closed accts.) and type the address (non-current) from the expired license on them. Then cash :'( using license (and probably forged renewal). The result is that I can no longer cash my own checks w/ my own license since I am red-flagged on several data- bases. I can of course clear things up on a case by case basis, but if the thief then successfully cashes another check, I will be restricted again when his check bounces. The DMV has issued me a new license but with the original number... so I don't think that that will help. They will not change the number w/o a police report. I plan to pursue this avenue, but I don't know if I'll be successful. So far, it seems that the thief can do everything but I can do nothing to stop this problem while it is still in the early stages (two merchants this week). Has anybody in California successfully overcome this??
