A Relative And Contacted This Relative About The Debt

Q: This is not really a BK question, but I think it is very closely related. I have a relative who due to his wife's bout with cancer and loss of employment for almost 2 years and their neglect to adjust their spending habits are now in debt around 30k. They are hoping to avoid BK because the wife is doing well and is now gainfully employed. They are already a few months behind on all their credit cards and a few other non-essential bills which have been sent to collection agencies. The question is: one credit card or collection agency got a phone number of a relative and contacted this relative about the debt. This seems to me that it crosses the line of fair debt collection. Is this the case, or what other conditions must be met before the action would be illegal? If it is in fact illegal, what recourse does my relative have to stop this from happening again and/or seek any retribution?
